Anti-social driving PSPO
Following a public consultation in 2022, Eastbourne Borough Council has introduced a PSPO to tackle anti-social driving in Eastbourne.
The PSPO sets out a list of prohibited activities most commonly identified in reports of anti-social driving. These include the revving of engines, rapid acceleration, racing, excessive noise from vehicles, and off-road activity on public land.
As a result of the consultation the order will come into effect from 1 April to 31 October, each year, beginning in October 2022.
The order prohibits these activities in ‘restricted areas’ - locations where issues of anti-social driving have been reported most frequently.
From 27 November 2017 public spaces protection orders (PSPO) were put in place along the seafront and in a number of parks and open spaces across Eastbourne. These PSPOs have now been extended to November 2023.
Following a public consultation in 2017 the public walkways in Sovereign Harbour Marina were also added to the scope of the PSPOs.
Prohibitions and Requirements
The orders require people within the restricted areas to:
- Keep their dogs on a lead
- Clear up after their dogs
- Not allow their dog to enter certain areas
- Stop drinking when requested to by an authorised officer
- Surrender any alcohol when requested to by an authorised officer
Failure without reasonable excuse to comply with the prohibitions and requirements imposed by these orders is a summary offence under the Anti-Social Behaviour, Crime and Policing Act 2014. An authorised officer, police officer or PCSO may issue a fixed penalty notice to anyone they have reason to believe has committed an offence in relation to this order.
Breach of a prohibition or requirement may result in a fixed penalty notice of up to £75 or fine of up to £1,000.

The PSPOs are in place in the following public areas. The boundaries of the restricted areas are shown on the maps at the bottom of the page.
Eastbourne Dog on Lead PSPO:
Applying all year round: Hampden Park, Hide Hollow Cemetery, Howard Square, Manor Gardens, Motcombe Gardens, Ocklynge Cemetery, Princes Park, Sovereign Harbour northern marina, Sovereign Harbour southern marina and Wilmington Square.
Applying along the entire seafront between 1 May and 30 September every year, but excluding the Western and Middle Parades:
Seafront – lower promenade between Holywell to Redoubt but excluding the Western and Middle Parades
Seafront – Redoubt to Wastewater Treatment works
Eastbourne Dog Fouling PSPO:
