Lewes district Dual Driver taxi licensing consultation

In the autumn 2019 we consulted residents and drivers over our revised Hackney Carriage and Private Hire taxi licensing guidance. The consultation report and guidance are available to download below.

We have now implemented this guidance with the exception of the proposal to convert all Driver licences in the district into Dual Private Hire and Hackney Carriage Licenses. We are now carrying out a further consultation over this proposal.

The benefit of this proposal would be that it would help raise the overall standard of drivers in the district. It will also help us provide a more efficient service.

Current types of driver license

We currently issue the following types of driver licence:

  • Hackney Carriage driver licence - holders can only drive a Hackney Carriage Licensed vehicle.
  • Private Hire driver licence - holders can only drive a Private Hire Licensed vehicle.
  • Restricted Private Hire driver licence - holders can only drive a Private Hire Licensed vehicle for contracted school runs.
  • Dual driver licence - holders can drive both Private Hire and Hackney Carriage licensed vehicles.

We are proposing to issue all drivers with either a:

  • Dual driver licence - holders will be able to drive both Private Hire and Hackney Carriage licensed vehicles, or
  • Restricted Private Hire driver licence - holders will only be able to drive only Private Hire Licensed vehicles for contracted school runs.

Current types of knowledge test

As it stands, potential drivers need take one of two knowledge tests:

The Private Hire test covers:

  • Locations of places of interest
  • Policy and law
  • The Highway Code
  • Road signs
  • Numeracy
  • English Comprehension
  • The test will soon also include disability awareness, equality awareness, and safeguarding including child sexual exploitation.

The Hackney Carriage knowledge test covers:

  • Locations of roads within the district
  • Locations of public houses
  • Locations of places of interest
  • Policy and law
  • The Highway Code
  • Road signs
  • Numeracy
  • English Comprehension
  • The test will soon also include disability awareness, equality awareness, and safeguarding including child sexual exploitation.

We are proposing to remove the Private Hire Test and test all new applicants on the subjects covered in the current Hackney Carriage Test (shown above) to be called the Dual Driver Test.

We are inviting comments from residents, drivers, operators and other stakeholders over these proposals.
