Letting your property through Lewes District Council

Private Sector Leasing (PSL) is a scheme where the council leases a privately-owned home, then uses the property for local families in need of accommodation. Typically the lease will be for a period of three years. Currently this scheme is only available within the Lewes District, and the same scheme is not available in Eastbourne.  

We are responsible for managing the property during the life of the lease, including all contact with the tenant. At the end of the lease, the property will be returned to you with vacant possession.

The idea of the scheme is to help owners gain a steady income from their property while helping the community by providing accommodation for families in need. You also have the added satisfaction of knowing that your property is in safe hands.

Any property in the Lewes area will be considered for the scheme. We will always try to visit your property and give an honest assessment. The property needs to be safe, clean, sound and secure, and in a reasonable state of decoration with appropriate floor coverings and provision for curtains.

It must also meet our accommodation standards, particularly regarding health and safety and must have appropriate gas and electrical safety certificates. (See the property requirements section for further details.)

You receive an income guaranteed by us throughout the life of the lease, even when the property is not occupied. We make payments to you monthly in advance. The rental valuation we offer will be based on the size and condition of the property, as well as local area market rents.

Tenants will be from the housing waiting list and we will be responsible for all tenant issues and will deal with any problems directly with the tenants.

You will be responsible for the structure of the building, external repairs and any internal repair we deem to be your responsibility. You are required to maintain your buildings insurance cover. The tenant will be responsible for everyday maintenance, including property misuse or damage.

During the lease, we may carry out minor internal repairs and pass the costs of these to our tenant. We agree to return the property to you in good repair, minus fair wear and tear at the end of the lease.

We require unfurnished properties with the following specifications:

  • structurally sound property with cleared exterior guttering and drainage
  • doors and windows in good repair and well decorated
  • room sizes sufficient to accommodate standard furniture
  • appropriate waste disposal arrangements
  • secure
  • adequate lighting and ventilation
  • fixed heating
  • safety catches on windows above ground floor
  • sensible kitchen layout with appropriate units
  • a fridge and cooker
  • plumbing for a washing machine
  • piped hot and cold water supply
  • any loft conversions compliant to planning and Building Control
  • efficient and effective drainage system
  • curtain tracks
  • appropriate floor coverings
  • stair safety appropriate to building
  • compliant to Fire Safety Regulations as appropriate to the unit
  • current Gas Safety Certificate issued by a Gas Safe Approved Contractor and a gas service contract
  • current Electrical Safety Certificate issued to cover the length of the cease by a contractor affiliated to either the ECA or the NICEIC
  • Energy Performance Certificate (EPC)
  • current buildings insurance
  • safe, level and properly-fenced garden areas (if appropriate)

Your property may be subject to an inspection to check compliance with the relevant standards.

We will provide and manage the tenancy so that you will not have any involvement with the tenants and we will inspect the property at regular intervals to ensure that it is well maintained.
