Levelling Up Fund

Information on the Levelling Up Fund for which Lewes District and Eastbourne Borough Councils have both been successful in their separate funding applications.

The Levelling Up Fund is central to Government’s ambition to level up the country – investing in high value local infrastructure and building stronger and more resilient local economies and communities. It is especially intended to support investment in places where it can make the biggest difference to everyday life, including ex-industrial areas, deprived towns and coastal communities. 

Lewes District Council applied for funding in Round One of the Levelling Up Fund. Notification was received in October 2021 that a bid for investment in Newhaven fisheries has been successful and the full £12.68m has been secured. An executive summary document of our bid, 'Capturing the Value of the Catch', is provided below. 

We are awaiting receipt of grant agreements and funding from Government and will confirm further information in due course. This further information will  provide a full understanding of the offer and any relevant conditions, as well as timescales for funding to be received.

Update on Eastbourne Levelling Up Projects: December 2022

Our bid links Eastbourne to the Downs and establishes the town as the Eastern Gateway to the South Downs National Park connecting key commercial areas and enhancing livelihoods along the way.

Victoria Place

East Sussex County Council ran public consultation from 10 October to 20 November 2022, over proposals for Victoria Place as part of the final stage of the Eastbourne Town Centre Movement and Access Package. This engagement exercise will help to ensure the plans best meet the needs of residents, visitors, and businesses in Eastbourne. 

The public were invited to submit responses online and via post. In person consultation events were held at Eastbourne Town Hall on Monday 24 October, at the Beacon on Thursday 10 November and at The Atrium, Enterprise Centre, on Saturday 12 November 2022. All the responses to the consultation will be collated and analysed, following which a report will be produced, summarising and consolidating the feedback received; which will then inform the next stages of detailed design development.

Towner Centenary

The Levelling Up works for the Towner Centenary are focused on ensuring a successful programme of activities throughout 2023.

This includes capital improvement works to the top floor facilities at the gallery ahead of significantly increased audiences throughout the year - in particular to support the hosting of Turner Prize 2023 - alongside a programme of legacy public artworks produced in collaboration with communities in the Langney and Devonshire Wards. 

Construction of the Towner Centenary project began on Monday 5 December 2022. 

Key community partners in Langney and Devonshire have been established and work on commissioning artists will take place over the coming winter months.

Black Robin Farm

This project, which will see a new arts, education and cultural centre located in the south downs, will be delivered by Eastbourne Borough Council in partnership with the Towner in Eastbourne. The project will see the redevelopment and change of use of the existing Black Robin farm site into an Arts-Driven Cultural and Educational Centre. 

The project is progressing well, with officers aiming to commence works to relocate the existing farm buildings to Ringwood Farm, under permitted development over the coming months. This will be subject to final agreement with the current land tenant at Black Robin Farm.  

The design team took part in the second of three Design Review Panels with SDNP in November 2022 month where the current proposals were presented to local ecologists, landscapers and designers to largely positive feedback.

A wide range of stakeholders are being engaged through a series of workshops to help inform the design including the Eastbourne Access group, Walking and Cycling representatives and the Arts and Cultural community to work with the newly appointed Architects, Fielden Fowles. 

Representatives from EBC visited local schools and education partners during November to present current designs and invited feedback to improve these proposals.
