Duty to refer

For public service providers who have a duty to refer service users who are homeless or at risk of homelessness.

Some public services have to let us know if their service users are homeless or at risk of becoming homeless.

Public agencies that need to do this are:

  • prisons and youth offender institutions
  • secure colleges and training centres
  • youth offending teams
  • Probation Services
  • Jobcentres Plus
  • social services
  • emergency departments
  • urgent treatment centres
  • hospitals in their function of providing inpatient care

How to make a referral

If you work for one of the above agencies and have service user who is homeless, or at risk of becoming homeless, please get their consent before making a referral. Once you have their consent, please complete the Duty to refer form

After we receive the referral, what happens next?

We will contact the service user and ask them if they want to make a homeless application.
