Taxi driver licence

  • Please note from the 1 September 2022 the application process for new taxi driver applications is changing. We advise you to read the guidance notes before starting your application.

  • Due to an increase in demand it is currently taking us longer to acknowledge and process new taxi licence applications than we would like. We would ask new applicants to please bear with us and we thank you for your patience and understanding at this time.

  • We are now conducting Taxi Driver Knowledge tests virtually and you are expected to book in for a remote test to complete your licence application. If you are unable to carry out the Taxi Driver Knowledge test virtually, please confirm this to us upon submission of your application.

Your council is responsible for licensing taxis and private hire drivers and vehicles and private hire operators.

Eastbourne Borough Council's Licensing Committee have adopted new guidance (see below).  This guidance came into effect from 4 April 2022 and will have a phased implementation over a six month period from April 2022.

How to apply

The application for this licence is online. To apply for a driver licence you must:

  • read the Eastbourne Borough Council taxi guidance below

  • hold a full UK DVLA Driving Licence

  • pass a Group II Medical examination        

  • pass a driving proficiency test 

  • undertake an enhanced Disclosure and Barring Service (DBS) check

  • pass a local area knowledge test

  • have an HMRC Tax Code

Before you apply

As part of this application you will need to upload documents to provide proof of your eligibility. You will also need to complete the enhanced digital Disclosure and Barring Service (DBS) check.
